John “Jack” Whipple is the President of the National Council of Chain Restaurants (NCCR), a division of the National Retail Federation. Under his leadership, NCCR is engaged in addressing a variety of chain restaurant industry issues including wage and hour, tax, and immigration reform in addition to obesity and animal welfare. Whipple is responsible for setting the strategic direction of NCCR and advancing the image of the chain restaurant industry as a whole.

Prior to joining NCCR in May 2006, Whipple spent 25 years with McDonald's Corporation, holding several government relations positions including Director of State Government Relations, Assistant Vice President, and Vice President of Government Relations. His extensive credentials include directing both the McDonald's Washington, DC, Federal Government Relations office and a 50-state government relations program, as well as chairing McDonald's Federal Political Action Committee.

During his tenure he also provided government relations counsel and support to McDonald's corporate personnel outside the U.S., including government relations teams in Europe and Canada as well as senior management in Brazil, China, Greece, the Philippines and Turkey. In addition, Whipple served as McDonald's corporate representative on the Boards of Directors of NCCR, the International Franchise Association, the National Restaurant Association and the Public Affairs Council. He is past President of the State Governmental Affairs Council and the Chicago Area Public Affairs Group.

Prior to his McDonald's experience, he served as Director of Government Relations for the Pittsburgh Chamber of Commerce and the Pennsylvania Chamber of Commerce.
